I take it you can’t run Bedrock because you’re not on Windows and don’t have the game on a mobile/console device?
I’m somewhat in the same boat, although I do have a Win10 VM so I’ll probably just fire the game up on that. Otherwise I imagine you could use mcpelauncher on Linux if you have the game on the Play Store.
Very odd because I got it on Java first before I got it on Bedrock. All I had to do was open the Minecraft launcher, log into Java, then clicked single player. I then closed out of Minecraft and when I reopened the launcher and checked my skins I had the cape.
Sadly not available of you can’t run bedrock. Just another unnecessary exclusion. Oh well.

I’m aware of mpcelauncher. Not going to spend $6-ish dollars for a cape.
It is available on Java too by just logging in and hitting play
